Valencia Signs Gil Sumbiela PAI Agreement for 102 Homes in Benicalap

The Valencia City Council has signed the agreement for the Gil Sumbiela Integrated Action Plan (PAI), which will enable the development of 5,967 m² in Benicalap, creating 102 new homes, 55 of them public housing.

The project includes the construction of 102 homes, 55 of which will be public housing (VPP). The signing of the agreement formalizes the commitments between the City Council and the urban developer, paving the way for the approval and processing of the parceling project, a prerequisite for commencing urbanization works.
The Councilor for Urban Planning and Housing, Juan Giner, emphasized that this signing “allows us to move forward in realizing a project that transforms a disused plot with problems of illegal occupation and abandoned warehouses into a dignified space, with housing and a large 2,000 m² garden-plaza for the residents of Benicalap”.
“This is an example of the housing commitment of María José Catalá's government, an impetus demonstrated through actions, as we have been doing since the beginning of the legislature; because the housing problem is solved with more housing,” stated Giner. “We are reclaiming an abandoned space that had been unresolved for years and, at the same time, generating new housing opportunities for the residents of the Benicalap neighborhood,” added the municipal Urban Planning official.
One of the project's most notable features is that the final Interior Reform Plan (PRI) includes improvements to redistribute building capacity and reorient the open space. The original proposal envisioned an internal plaza exclusively for residents of the new building, but the new design transforms it into a public access outdoor garden, directly opening onto Periodista Gil Sumbiela and General Llorens streets.
This more rational urban development of the execution unit also achieves a functional unit that enhances facades, minimizes visible party walls that disrupt the urban image, and increases public open space. “This decision substantially improves the neighborhood's structure and ensures that all residents can enjoy the new green area, not just those living in the new homes,” commented Juan Giner.
Over 2,000 m² of green spaces
The plot where the PAI is located is currently underutilized and suffers from significant deficiencies, which will be addressed by the urbanization works. The project has a budget exceeding 812,000 euros (excluding VAT) and is expected to be completed within four months once the site survey is formalized.
The development will yield a total of 2,069 m² of public-use land, including 1,372 m² of computable green space and 697 m² of pedestrian priority pathways. The large resulting plaza-green space will feature a children's play area, sustainable urban drainage systems for efficient rainwater management, and low-water-consumption tree species.
Furthermore, the project includes the installation of public lighting with high-efficiency, remotely managed LED luminaires to enhance safety and the quality of public space.
Protected housing
The Gil Sumbiela PAI foresees a buildable area of 10,239 m² of ceiling, allowing for the construction of a total of 102 homes. Of these, 55 will be public housing, representing 54% of the total homes built in the development. “This guarantees a significant presence of public housing in this new urban development,” emphasized Giner.
The project also improves the connection between Periodista Gil Sumbiela street and General Llorens street, facilitating pedestrian mobility in the neighborhood. It also includes the relocation of the transformation center and adjustments to the road intersection and bicycle lane according to the determinations of the Mobility Service, ensuring adequate integration with the existing infrastructure network.
