Alcoi Sud Project Reaches Congress Over Molinar Aquifer Concerns

Moviment Sumar PV raises parliamentary initiative to seek information on environmental impact of Alcoi Sud Business Park.

The proposed Alcoi Sud Business Park, located in the La Canal area, has been brought before the Spanish Congress by Moviment Sumar PV, which has launched a parliamentary initiative to clarify its potential effects on the Molinar aquifer and the town of Ibi.

The political group has expressed its concern regarding the environmental and legal uncertainties surrounding this project, which is promoted by the Generalitat Valenciana. Txema Guijarro, the deputy for Alicante, has been tasked with submitting the request for information to the Júcar Hydrographic Confederation (CHJ).

"We cannot move forward with a project of this magnitude without absolute guarantees regarding water protection. The Molinar aquifer is not just a natural resource; it is an essential element for the life and future of the region."

Xavier López, co-coordinator of Moviment Sumar PV, emphasized the need for the administration to act with prudence and transparency in the face of any reasonable technical doubts. He insisted that industrial planning must be compatible with territorial protection and cannot come at the expense of environmentally valuable areas.
Concurrently, last Thursday, during the plenary session of the Alcoy City Council, Mayor Toni Francés announced that the CHJ is finalizing the project to approve the protection perimeter for the Molinar. He noted that a proposal for objections would be available in the coming weeks and that it would likely be the first perimeter with legal status. Francés reiterated that, without guarantees, he would not support Alcoi Sud, despite the need for industrial land for Alcoy and the region.

"We are particularly concerned that environmental impacts could be externalized towards Ibi. It is not acceptable for a municipality to assume risks derived from decisions made outside its jurisdiction."

For her part, Carmen Padilla, also co-coordinator of Sumar PV, warned about the potential externalization of environmental impacts towards Ibi. The group considers it essential for the CHJ to clarify whether the project could affect the quality and availability of water resources, whether zero discharge is feasible, and what conditions would be imposed for its authorization.
López added that the CHJ's response would be decisive, as the project should only proceed if it strictly complies with environmental regulations and guarantees the protection of public water domain. Padilla concluded that the debate is not between development and the environment, but about the desired development model, and for Moviment Sumar País Valencià, there can be no development if basic resources like water are put at risk.
