The urban development of Ensanche Levante in Benidorm continues its administrative processing with the publication in the Official Gazette of the Generalitat Valenciana (DOGV) of the edict opening a new period of public information for the Integrated Action Program (PAI), along with its Urbanization Project. This procedure represents a new advance in one of the city's most prominent urban projects, following an initial exhibition phase held in 2025, which incentivizes the largest remaining urban land parcel in the municipality.
The documentation will be available for consultation for 45 working days, until June 26, 2026, a period during which citizens and entities can submit allegations and suggestions. During the previous exhibition period, which took place in 2025, various contributions and sectoral reports were collected, analyzed by the City Council, and subsequently incorporated by the promoting Urban Interest Group into a revised version of the program presented at the end of that same year.
The document now subject to public information includes these modifications and provides a more detailed understanding of the scope of the action and its impact on the urban environment. The project involves a total investment exceeding 100 million euros, of which approximately 75 million will be directly allocated to urbanization works.
Planned actions include the connection to the Montebello electrical substation, reinforcement of the sanitation system, and compensation for elements incompatible with the planning, which will be finalized during the redistribution phase. In terms of urban planning, the creation of a large central park of over 60,000 square meters is projected, complemented by a network of green areas and pedestrian spaces totaling nearly 40,000 additional meters.
Sustainable mobility will be one of the development's key pillars. The road network will cover 172,000 square meters, with almost 60,000 reserved exclusively for pedestrians. Overall, more than 45% of the space will be dedicated to pedestrians and cyclists, prioritizing a more accessible and balanced urban model. Additionally, the project includes hydraulic actions in the Barranco del Derramador and improvements to the connection with the AP-7 highway, in line with the directives of the competent bodies.
The planning respects the provisions of the General Plan of Benidorm and foresees a total buildable area of 292,600 usable square meters, with a balanced distribution between hotel, residential —including protected housing— and tertiary uses. The initiative is driven by an Urban Interest Group that currently encompasses nearly 80% of the sector's land, with plans to expand its representation in the coming months.
Once the redistribution process is completed, scheduled for mid-2027, the urbanization works will be put out to public tender. The estimated execution period will be 36 months, and all costs will be borne by the landowners.
