Xàtiva Government Waives Grant for Electric Cleaning Vehicle

The decision, involving the return of 25,500 euros and interest payments, sparks debate over public resource management.

The Xàtiva government has waived a 25,500 euro grant from the Reacciona 2023 program by the Diputación de Valencia, intended for the acquisition of an electric cleaning vehicle.

This decision has led to a confrontation with the Popular Party of Xàtiva, which questions the municipal management. The waiver involves the return of the advance received and the payment of 580 euros in late payment interest to the provincial corporation.

According to the Popular Party, the loss of this investment, which was intended to improve city cleanliness, especially in areas such as the historic center or scattered areas, is an example of management without direction or planning. They consider that the seriousness lies not only in the interest payments but in the loss of an opportunity for the quality of life of residents.
For its part, the local executive justifies the decision based on criteria of responsibility, planning, and efficiency in the management of public resources. They explain that, at the time of planning the execution of the grant, the new street cleaning and waste management contract had already been awarded, but its operation was not scheduled to begin until January 1, 2025.
This circumstance meant that the city council was awaiting the incorporation of the entire new fleet of vehicles that the contractor had offered. Therefore, a complete vision of the definitive material needs of the service was not yet available. Furthermore, they recall that they had recently acquired a similar vehicle through a Reacciona program grant from the previous year.

The municipal government argues that the incorporation of an additional new vehicle, without knowing the real impact of the new contract, could lead to unnecessary over-dimensioning of the fleet. Regarding the interest derived from the reimbursement, they consider it an administrative consequence foreseen in this type of procedure with a very reduced economic impact, incomparable to the risk of poor structural planning of the service.
