The council considers the proposed route for the infrastructure through the municipality to be "unviable" and to generate significant urban impacts. The infrastructure, currently in the public information phase, includes the construction of an exclusive 8.7-kilometer platform for public transport, with segregated lanes and a new bridge over the Turia riverbed and the V-30.
The Consell's objective is to streamline the connection between these three metropolitan municipalities and Valencia, reducing travel times and offering an alternative to private vehicles in one of the most congested access points to the capital.
However, the Xirivella City Council believes that the proposal, as designed, is incompatible with the urban planning currently being developed by the municipality. Following a meeting between municipal leadership and technical departments, the council conducted an initial analysis of the document and concluded that the planned route maintains the same design as in 2018.
“"We cannot support a route that was already proposed in 2018 and has not been modified since, considering that urban planning models in municipalities have changed significantly during this time."
The council's main allegation focuses on the direct impact of the project on urban space. According to municipal analysis, the platform's passage through Avenida de la Constitución would significantly affect almost 50% of parking spaces, without the study contemplating alternatives or new parking areas. Furthermore, it warns of consequences for restaurant terraces and questions the configuration of a cycle-pedestrian path that, in its opinion, would reduce available space for pedestrians.
Similar problems are detected by the council on Avenida Virgen de los Desamparados. In addition to the loss of parking spaces and potential impacts on bars and terraces, there is a lack of specific detail regarding the exact route buses would take in this section. The Xirivella City Council also warns of other consequences stemming from the current design, including the elimination of the only existing access to Parque Pablo Iglesias without a defined alternative, as well as potential impacts on the general intake of Emshi and Adif's C3 and C4 lines.
Despite its rejection of the proposed route, the municipal government insists it maintains its demand for structural improvements in mobility and connections with Valencia. In this regard, municipal leadership has reiterated the need to promote the arrival of the metro in Xirivella and restore a more competitive operation of the C3 commuter train line.
The Xirivella City Council plans to convene an extraordinary Urban Planning commission in the coming days with other political groups and meetings with neighborhood associations to gather input before formalizing the allegations within the 30-day period enabled by the Generalitat.
