Valencia and Generalitat tackle tourist guide 'freelancing'

The Valencia City Council and the Valencian Government (Generalitat Valenciana) have agreed on a protocol to combat freelancing in the tourist guide profession, seeking to guarantee quality and protect the city's image.

The Valencia City Council and the Valencian Government (Generalitat Valenciana) have formalized a collaboration protocol aimed at strengthening the official tourist guide profession and developing joint actions against freelancing in the sector. This agreement responds to a long-standing demand from professionals and seeks to ensure the quality of guided tours, defend the rights of accredited guides, and preserve Valencia's reputation as an excellent tourist destination.
The Tourism Delegation emphasizes the fundamental role of official guides in Valencia's sustainable tourism model. They contribute to disseminating the local heritage, culture, and identity, offering visitors an experience that respects the environment. In recent years, there has been an increase in individuals working as guides without possessing the required official training or accreditation.
Tourism Councilor Paula Llobet stated, "Valencia wants to offer quality tourism, which makes it necessary to value industry professionals, especially tourist guides as ambassadors of our city." Llobet stressed that "this practice seriously harms those who do comply with legal requirements and can damage Valencia's image as an excellent tourist destination."
The protocol is based on Law 15/2018, of June 7, on tourism, leisure, and hospitality of the Valencian Community, which promotes coordination between public administrations in tourist inspection matters. The Valencia City Council will support inspection tasks to improve the quality of the tourist product and safeguard the interests of professionals and users.
Cooperation actions will be defined annually through joint agreement, with a specific timeline, and will be integrated into the respective Inspection Plan.
