For years, Luis Salom has been one of the most incisive and belligerent advisors for the Popular Party in the València city council. Coming from Nuevas Generaciones, he joined the City Council during Rita Barberá's last term under the orders of then-councilor Beatriz Simón, dedicating himself, among other things, to promoting social media.
One of his hits during that period was registering, in 2014, the domains of Guanyem Valencia and Guanyem Barcelona. Subsequently, he proposed to Pablo Iglesias and Ada Colau the transfer of these brands in exchange for a payment of 20,000 euros to a charity dedicated to the homeless.
Thanks to actions like this and his strong activity on social media, Salom gained a certain public notoriety, which became more relevant in the following legislature. In 2015, Compromís achieved control of the city council with Joan Ribó as mayor. During that period, Salom—who continued as an advisor for the PP in the City Council—filed dozens of complaints in court and with the Valencian Anti-Fraud Agency against councilors for alleged irregularities of all kinds. Although many were archived, others led to imputations that ultimately did not prosper. Salom himself was investigated in 2016 for the alleged 'pitufeo' case—laundering small amounts of money—in the Taula case, which was archived almost six years later.
This modus operandi of using complaints as a political weapon ceased with the arrival of María José Catalá as a candidate for Mayor and leader of the PP in the capital in 2019. The leader, who did not win the elections that year, continued to rely on Salom as an advisor in the new term, albeit with functions far removed from opposition based on judicial pressure and constant complaints. Thus, Catalá decided to leverage his knowledge of municipal and administrative procedures for the oversight of the government led by Ribó with the PSPV.
After the electoral victory in 2023, the new mayor renewed her trust in Salom within her team of advisors. Popular sources indicate that the experience gained and the work carried out over these years make him an important asset in municipal management and problem-solving. However, other leaders point out that Salom is also working on tracking irregularities from the previous period, with special attention to the future socialist candidate, Pilar Bernabé, who was a councilor in the city council between 2019 and 2022 and will be the PSPV's lead candidate for the City Council.

The announcement of Mónica Oltra's return and the recent complaints by PSPV and Compromís to the Prosecutor's Office regarding the alleged re-employment of several former employees of the Consorcio Valencia 2007, point to a change in strategy by Catalá. The mayor stated that, from now on, she "will actively collaborate" with the Prosecutor's Office. These words, according to popular sources, indicate that Catalá and her circle do not intend to adopt a passive attitude given the step taken by the opposition with these complaints. And if a war of accusations and judicialized cases breaks out, all indications are that one of her best soldiers, regardless of whether he appears on the public front line, will be Luis Salom.
