The political situation in Alcoy has reached a critical point after the municipal council rejected the budget proposal presented by the coalition government, formed by the PSPV and Compromís. Faced with this deadlock, Mayor Toni Francés, from the PSPV, has announced the calling of an extraordinary plenary session for Tuesday, April 14.
In this session, the budget will be subject to a motion of confidence, a legal mechanism regulated by the Organic Law of the General Electoral Regime (LOREG) that links the continuity of the mayor's office to the approval of the economic document. This decision seeks to unblock municipal management and force the opposition to take a clear stance.
The municipal executive believes that the Alcoy Sud industrial project should not interfere with the validation of the accounts.
The debate preceding this decision was marked by controversy surrounding the Alcoy Sud industrial project. While the municipal government, in the minority, argues that this plan should not affect the approval of the accounts, the opposition bloc —comprising PP, Vox, and Guanyar, which together form a majority— has used this point as a central argument for their negative vote.
The Partido Popular has criticized the government's «ambiguity» on industrial matters, Vox has denounced a lack of real investments, and Guanyar has demanded the explicit renunciation of the La Canal project to protect the Molinar aquifer, calling the executive's stance «irresponsible».
This move by the mayor places the opposition in a dilemma with strict deadlines. If the motion of confidence does not obtain majority support on Tuesday, a one-month period will open during which PP, Vox, and Guanyar can attempt to present a motion of no confidence with an alternative candidate for mayor. This scenario is complex, given the ideological disparity of the groups that currently form the opposition's majority.
Should the opposition fail to articulate an alternative majority or if the motion of no confidence does not succeed, the 2026 budget will be definitively and automatically approved by legal imperative. With this ultimatum, the mayor seeks to compel the opposition groups to choose between allowing the progress of the accounts designed by the PSPV and Compromís or assuming the responsibility of forming a new government for the city.
