The territorial director of the Ministry in Alicante, Juan Manuel Galbis, has testified before the investigating judge regarding irregularities in the allocation of public protection housing (VPP) in the Les Naus development, in San Juan Beach. According to Galbis, the implicated official conveyed his regret when the case came to light.
“"I'm sorry, I messed up and I will take full responsibility."
This phrase was directed at Galbis by the technician, as explained to the media by the lawyer for the popular prosecution of Ciudadanos, Emilio García Ontiveros. The technician was disciplined by the Ministry, although he has recently rejoined his workplace.
The investigated official voluntarily took exclusive management of the files for the 140 public protection homes in the Les Naus development, being responsible for processing and endorsing all applications. This Wednesday, the first round of witness statements began in the Alicante court investigating the case.
In addition to Galbis, the head of the Territorial Housing Service, Concepción Morillas, and the deputy territorial secretary, Vicente Caturla, have appeared as witnesses. Both Ciudadanos and the PSPV-PSOE, along with the Anti-Corruption Prosecutor's Office, are involved in the procedure as popular prosecution. Lawyer García Ontiveros has announced that they will request the statement of the implicated official to "explain what happened," although no date has yet been set.
After the statements, the lawyer pointed out that the testimonies have highlighted flaws in the current regulations. In his opinion, "the current public housing regulations are a sieve," as they allow the developer to play a decisive role in the allocation without effective control by the administration. He also indicated that those responsible did not review the files because they trusted the technician, who had more than 20 years of experience.
The procedure will continue next April 24 with the testimony of five other officials who participated in the review of the files after the alleged irregularities came to light. The "scandal" of Les Naus, in the words of the mayor of Alicante, Luis Barcala, has generated a strong political crisis in the city council, with several resignations and officials removed or disciplined.
