Alicante and Port Authority Finalize Police Cooperation Agreement for Events and 'Top Manta'

The Alicante City Council and the Alicante Port Authority have finalized a police cooperation agreement to enhance security and surveillance coordination in the city-port interaction area, particularly during events and against illegal street vending.

After months of discussions, the two administrations have reached an agreement that will clarify the responsibilities of the Local Police and the Port Police. This convention, awaiting only formal signing, will establish in writing the scope and timing of intervention for each force, aiming for greater efficiency and avoiding conflicts of jurisdiction.
The primary objective is to facilitate the participation of Local Police officers in reinforcing surveillance during events such as concerts or exhibitions. This includes areas like the Levante dock, where El Muelle Life's musical program is currently held, the port promenade, in front of the Paseo de los Mártires de la Libertad, or Plaza de Levante, which currently hosts the stalls of the Easter market.
Furthermore, the agreement will also cover the coordination of operations for major future events, such as the departure of the Ocean Race, scheduled for January 2027. This regatta, which includes a week of preliminary public events at the Levante dock, has been a recurring event since its first edition in 2008.
Another key aspect of the collaboration is the reinforcement of surveillance against illegal street vending, known as 'top manta'. This activity typically concentrates on the Levante promenade and in the vicinity of Postiguet beach. The agreement seeks to prevent the sale of counterfeit products and the harm this causes to original manufacturers and local distributors.
Consulted sources indicated that this will be the first agreement of its kind between the two administrations, despite a previous collaboration agreement. The aim is to specify areas of action and specific functions within the legal framework to gain effectiveness. The signing, which was supposed to have taken place last week, was postponed to incorporate legal adjustments. The Department of Security of the Alicante City Council is finalizing the details for an imminent signing.
