This demographic growth, affecting all 19 municipalities, demonstrates that population decline is not irreversible if appropriate investments and strategies are applied. The presentation of these data took place in Calles, where the Director General of Local Administration, José Antonio Redorat, highlighted the resilience of the region.
The case of Calles is a clear example of this positive trend, as the municipality has added 100 new residents during this period, reaching 465 inhabitants, representing a 25% increase in its population. According to the Generalitat, this success is not accidental but the result of the leadership of local councils, the emergence of new business initiatives, and a determined political commitment to territorial equity.

The financial key to this recovery lies in the Municipal Cooperation Fund for Combating Depopulation. During 2025, the Generalitat injected 416,526 euros, distributed among towns such as Alpuente, Aras de los Olmos, and Villar del Arzobispo. The current Consell has secured these aids by establishing a minimum of 15,000 euros per municipality, an amount that triples the 5,000 euros previously allocated. This system of positive discrimination seeks to balance the scales so that smaller towns have sufficient resources to offer quality services and attract new residents.
To consolidate this growth, the strategy goes beyond economic aspects and delves into emotional and cultural ones. During his visit, Redorat presented the Intergenerational Identity Program, an initiative that seeks to strengthen the bond of families with their territory. Through projects like Habilinatura, pride of belonging and the value of roots are fostered through educational activities and oral narration. With these tools, the La Serranía region not only seeks to gain inhabitants in the census but also to build a solid and proud community that leads the reconquest of inland lands against the oblivion of 'empty Spain'.
