The Generalitat Valenciana, through the Third Vice Presidency and Ministry of Environment, Infrastructure, and Territory, has received a total of 11 bids for the drafting of the basic project and all the technical, economic, and administrative documentation necessary to promote the future expansion of the CV-95 between Orihuela and Torrevieja. The contract, put out to tender last April, represents the preliminary step before the execution of this key infrastructure for the mobility of the Vega Baja.
The purpose of this contract is to technically define the action, study different improvement alternatives for the road, and design the concession model under which the public works will subsequently be developed. After the deadline for submitting bids closed on May 14, the administrative envelope was opened this Monday. Of the 11 proposals, eight correspond to temporary joint ventures (UTE) and three were submitted by companies acting alone. Among the applicants are top-tier engineering firms and consultancies specializing in auditing, risk management, and tax advice.
The third vice president and minister, Vicente Martínez Mus, positively assessed the high business participation, highlighting that "the interest shown by very high-level engineering firms is extremely important" and that "the 11 bids presented are a good indication that the project will have a competent drafter." Martínez Mus emphasized that this is "a very exciting project for the entire Vega Baja and also for the Generalitat," assuring that "it is the legislature's objective to take steps forward on this path" and that "it is a fundamental procedure that the project considers all the expectations that this region has been waiting for for so long."
The contract, valued at 1,317,969 euros, will allow for the drafting of the basic project, the study of different action alternatives, and the preparation of all necessary documentation to subsequently tender the public works concession. Among the options to be analyzed are the duplication of the road and the execution of bypasses to reduce traffic in urban centers. The action affects a route of approximately 26.5 kilometers that crosses or borders municipalities such as Orihuela, Bigastro, Jacarilla, and San Miguel de Salinas. Currently, the CV-95 has a single lane per direction and supports high traffic intensity, especially during the summer months.
The studies included in this contract will serve to analyze the technical, economic, and environmental feasibility of the action and to structure the future concession of an infrastructure whose overall investment will be around 180 million euros. The opening of the technical bids is scheduled for May 21.
