PP of Castelló calls for modification of 'Bolaños law' due to saturation of gender violence courts

The Popular Municipal Group has registered an Institutional Declaration to demand more resources and staff in gender violence courts.

The Popular Party in the Castelló City Council has submitted an Institutional Declaration for debate in the upcoming April plenary session, calling for the modification of the so-called “Bolaños law,” which they believe is deteriorating the functioning of gender violence courts.

According to the Popular Municipal Group, Law 1/2025 on the Efficiency of the Public Justice Service has reorganized the judicial system, transforming single-judge bodies into instance courts and expanding the powers of certain courts without sufficient personal or material resources. This reform, far from improving efficiency, is generating more workload, delays, and difficulties in assisting victims.

The Popular Party denounces that the assumption of new powers by gender violence courts, coupled with the reorganization planned in the Efficiency Law, has been carried out without real planning or sufficient resources. This is causing significant deficiencies in service provision. They recall that since October 3, gender violence courts have also been handling cases of sexual violence outside the couple's environment, a circumstance that has, in some cases, doubled waiting times.

The Popular Group points out that, according to experts and legal operators, several months of delays are already occurring in court appointments, while judges themselves warn of a situation of saturation and progressive deterioration of the service. This is compounded by the lack of civil servants, the loss of essential reinforcements, and problems arising from incomplete implementation of technological systems. They believe that the consequences of this mismanagement are borne by the victims, who need quick and effective assistance.
For all these reasons, the Popular Municipal Group proposes urging the Government of Spain to create a sufficient number of judicial positions to handle the high volume of pending procedures, as well as to provide the new system with more material and personal resources to ensure proper functioning of Justice. They conclude that the “Bolaños law” needs urgent rectification.
