The head of the Civil Protection Unit of the Government Delegation of Valencia testified before the judge investigating the management of the DANA, stating that she requested the activation of the Es Alert at 6:30 PM on October 29, 2024.

During her appearance, the official explained that on the day of the flood, she was telematically connected to the Cecopi. In this connection, the situation in Utiel was initially discussed, followed by the Forata reservoir, which presented a high risk due to the large volume of accumulated water.
The meeting was interrupted around 6:10 PM. Shortly after, at 6:25 PM, she received a call from Madrid, from the Government Delegation, where she was asked why the Es Alert system had not been used for the affected population.
Following this communication, at 6:28 PM, she called the general secretary of the Government Delegation. A minute later, she tried to contact the deputy director of Emergencies, but received no answer. Finally, she decided to call another Emergencies official to inform her of the need to send the Es Alert, as she had been reminded from Madrid.

"That was at 6:25 PM."
