Benidorm Terminates Failed Bullring Contract and Launches New Project Tender

The City Council will compensate the previous contractor and redefine the project after losing European funding.

The Benidorm City Council has initiated the termination of the bullring project drafting contract, with plans to approve a new tender on April 13 that will include both the design and execution of the works.

This decision comes after a reevaluation of the project, as the previous one, which cost 374,000 euros, lost nearly five million euros in European funding due to failure to complete procedures within the established deadline. The new tender, to be brought before the plenary, envisages the joint drafting and execution of the project.
The governing board has received technical and legal reports concluding the impossibility of executing the initial project under the terms originally planned. This first plan, under the auspices of Edusi, envisioned a multicultural bullring financed with European funds. However, delays in processing prevented compliance with European Union deadlines, forcing the council to redefine the project and seek new funding avenues.
The contract termination entails compensation of 5,620 euros to the contractor, in addition to the 374,000 euros already invested in drafting the project. According to the municipal architect, the decision is based on a substantial modification of the contract's objective due to the redefinition of municipal needs.
The new approach is part of the “Benidorm Open Arena” project under the EDIL Plan European funds, which reduces the initial scope and eliminates uses such as the library or the multicultural space. This proposal, to be presented at the plenary session on April 13, includes a new tender adapted to a different model and current funding conditions.
The “Benidorm Open Arena” project will have an estimated total budget of 10,703,023 euros, of which approximately 6.4 million will come from a European subsidy (FEDER funds), with the remainder to be covered by the City Council. The new, smaller version of the bullring contemplates three lines of action: rehabilitation as a multifunctional space (‘Arena Live’), creation of a youth center (‘Arena Joven’), and regeneration of the urban environment (‘Arena Encuentro’).
Mayor Toni Pérez has emphasized that this project aims to provide the city with new spaces for culture, knowledge, and coexistence, in addition to improving connectivity between areas such as Els Tolls and Foietes-Colonia Madrid. Given the technical complexity, the City Council has opted to tender the drafting and execution jointly, a formula that will allow adapting the design to real conditions and reducing risks during construction.
