The València Clínic Malva-rosa Health Department issued an inaccurate circular, stating that health certificates from the Ministry of Health had no legal validity for regularization. This instruction reached 12 auxiliary clinics and 18 health centers in the city of València and its metropolitan area.

The extraordinary regularization process requires proof of residence in the country for at least five months and from before January 1, 2026. Although registration is the most common document, the ministry considers any valid legal proof that includes personal data to verify identity.
Documents that can prove continuous residence include rental contracts, utility bills, bank statements, public health reports, money transfers abroad, and public transport top-up receipts.
