The entities expressed gratitude for the minister's willingness to meet, but stated that they attended the meeting “from institutional respect” and also “from the firmness” derived from representing people who “have lost everything”.
In the manifesto delivered during this meeting, the associations deem it “essential” that, within the Ministry's competencies, the court responsible for the investigation be supported with the necessary personnel, technical, and material resources. In their view, only with sufficient means can a rigorous, agile, and proportionate investigation be carried out, reflecting the gravity of the events.

The document also advocates for the need for an “independent and credible” justice system and warns of the risk of courts being used to settle political disputes. Another central point of the manifesto is the criticism of the use and interpretation of immunity in this case, at a time when the associations indicate they are awaiting the resolution of the appeal before the High Court of Justice of the Valencian Community. The entities argue that immunity is a procedural guarantee and not a mechanism for personal protection, and express their disagreement with the high court having “de facto” exempted a public figure from the guarantor position without the investigation phase being completed.
In the same text, the associations consider it “especially serious” that the court has not formally taken on the case while simultaneously making substantive assessments, an action they describe as ambiguous and contradictory. Furthermore, they explicitly state that they believe the public figure should be under investigation, although they clarify that they are not prejudging guilt because the procedure is still in the investigation phase.
The manifesto concludes with the willingness to maintain institutional collaboration, but also with the determination to continue their demands until the end. The text was signed by several DANA victim associations and was dated in Madrid on April 15, 2026.
