This message, part of the case investigating the management of the DANA of October 29, 2024, shows how the head of the Civil Protection unit in the Spanish government delegation in the Valencian Community warned the head of Emergencies at 7:42 PM.
The exchange detailed that the mayor of Picanya was urgently requesting help for residents in an area near the ravine, with low-rise houses, who could not leave and, according to them, the 112 emergency phone was not responding. The head of Civil Protection insisted on the need for an immediate response, as on-the-ground services were saturated and the Civil Guard was also overwhelmed.

This exchange has been incorporated into the judicial proceedings after being verified with the witness's device. It provides a new element for the reconstruction of events, as the head of Civil Protection had already explained in her statement that hours earlier, around 6:29 PM, she had unsuccessfully tried to contact Emergencies officials to propose activating the Es-Alert system, which was finally not sent until 8:11 PM.
