Paterna Initiates Recovery of Functional Diversity Residence

Paterna's council dismisses allegations from the Valencian Generalitat and begins the reversion process for the residence.

The Paterna City Council has initiated the process to recover the Functional Diversity Residence and Day Center, after the Valencian Generalitat repeatedly failed to comply with the intended use for which the municipal property was ceded.

The extraordinary municipal plenary session held on Monday, May 11, approved dismissing the allegations presented by the Conselleria and formally initiating the reversion process for this building. Its construction began 20 years ago and, despite a public investment of nearly 8 million euros, it continues to not provide the care service for which it was designed.
The center was jointly built by the Paterna City Council and the Diputación de València to house 38 residential places and 64 day center places. The council regrets that this social resource has become the Conselleria's «catch-all» drawer, having been used for years for temporary purposes unrelated to the original aim of the municipal cession, which is to provide services to people with functional diversity and their families.

The facilities have hosted, among others, refugees from Ukraine, homeless people, provisional locations for the Valencian Institute of Sociosanitary Care (IVASS), and temporary transfers from other residences. These situations, according to the City Council, «have nothing to do with the stable and specialized care project committed to people with functional diversity and their families» and have led to the reversion process.
The Paterna City Council has expressed its discomfort over the «lack of respect towards families with people with functional diversity», who have been demanding the effective implementation of this socio-health resource for years. The council maintains that the Generalitat has repeatedly breached the conditions of the cession of the land and the municipal building, which is why it has been decided to activate the reversion procedure to recover a property that «belongs to all Paterna residents».
