Generalitat Promotes 29 Protected Homes in Valencia's Engineers' Barracks

The initiative is part of the Plan Vive Comunitat Valenciana to build 10,000 public homes this legislature.

The Generalitat Valenciana, through the Valencian Housing and Land Entity (EVHA), has proposed the award for the construction of 29 public protection homes in Execution Unit A4.2 of the former Engineers' Barracks in Valencia, aiming to alleviate housing issues in the city.

This new development is part of the Plan Vive Comunitat Valenciana, an initiative driven by the Generalitat to build 10,000 public protection homes during the current legislature. The awarded company will have 20 days to submit administrative documentation and the definitive guarantee, a prerequisite for the start of construction.

The Autonomous Secretary for Housing, Sebastián Fernández, expressed his satisfaction with the progress of this project, which he considers crucial for alleviating housing access problems in the Valencian capital. Fernández emphasized the Generalitat's commitment to housing policy, while awaiting collaboration from the central government.
In this regard, Fernández recalled that a year ago the Government of Spain unilaterally broke the agreement for the Engineers' Barracks, which included the transfer of seven plots for the construction of over 400 homes, blocking a strategic project for Valencia. He contrasted two ways of managing housing policy: one effective and another that, according to him, blocks and marginalizes the Comunitat Valenciana.

The tender, launched in late July 2025, attracted two interested bidders. The 29 properties have been awarded under a swap agreement in exchange for future work, meaning the company will deliver eight homes to the Generalitat. These will be incorporated into the public affordable rental housing stock with permanent qualification, thus expanding the available offer for citizens.
In addition to this action, the Generalitat is promoting, through public-private collaboration, the construction of over 500 protected homes in Valencia. These initiatives include 77 homes already awarded, 333 under construction, and 91 already underway. Collaboration also extends to the Valencia City Council, through AUMSA, for the construction of an additional hundred homes, reinforcing the commitment to public housing in the city.
