The initiative, promoted by the local government team, stems from the discontent of residents in Penya-roja and the Neighborhood Federation, who report waiting thirty years for a solution to an infrastructure that divides neighborhoods and hinders the city's urban development.
Penya-roja residents recall that 30 years ago they already paid 10 million euros in urban development charges for this purpose when acquiring their homes. The lack of undergrounding now poses new problems with the execution of the Grao PAI, as the tracks will act as a physical barrier between Penya-roja and the Grao. Furthermore, they warn that the future Desembocadura Park will be disconnected from the rest of the Turia Garden if the railway bridge and tracks remain above ground.

From the Urban Planning area of the City Council, the councilor has criticized the "absolute silence" of the Ministry of Transport after 20 months since the commitment reached between the mayor and the minister in July 2024. According to the consistory, "option 2" was chosen, which involves extending the tunnel beyond the neighborhood and the riverbed, but the project has yet to materialize.
The plenary session highlighted the lack of total consensus on the strategy to follow. Compromís has demanded that the tunnel reach La Punta/Nazaret and that the Generalitat Valenciana be directly involved in financing and demanding accountability. They have also requested prioritizing Commuter rail lines over high-speed rail.
The PSPV presented an alternative motion that was rejected by the other groups, focusing part of their intervention on the Access Canal and institutional relations between the central Government and the mayor's office. For its part, the Local Government (PP-Vox) accuses the Ministry of acting against the interests of Valencians and of concealing technical reports necessary for the progress of the work.
Finally, the original government motion was approved, reiterating the formal demand to the State to comply with the deadlines and commitments made almost two years ago.
