The recordings, published by eldiario.es, show how the councillor explained to workers affected by the closure of the Consorci València 2007 the options they had for reallocation within the administration. The meeting with the staff took place in the spring of 2024, as part of the entity's liquidation process.
“"This is all I have been able to achieve."
In the audios, Olano details job vacancies in municipal entities and encourages workers to apply. He also invites them to discreetly communicate their availability: "If anyone is interested, tell me privately." The councillor outlines the calendar of calls and the council's real room for maneuver, acknowledging that the new positions could entail worse working conditions. According to his account, these would be existing vacancies in bodies such as municipal foundations or public companies, which are put out to tender in parallel with the consortium's extinction process.
The Anti-Corruption investigation was opened following a complaint from Compromís, which points to possible irregularities in the almost simultaneous call for job positions at the Port Authority of València and in municipal entities such as Visit València or the Municipal Sports Foundation. The focus is on the possibility that these processes may have been used to facilitate the reallocation of specific workers.
One of the elements that has reinforced suspicions is the existence of notarial deeds prior to some awards, in which the names of the people who would eventually obtain certain positions were already recorded. This coincides with conclusions from a report by the State General Intervention Board that points to possible irregularities in some selection processes.
Despite everything, the councillor defends in the same conversations that all calls have been made within legality and in accordance with existing staff, without expansions. He also assures that the process has been supervised by municipal technicians and that actions have been taken within the limits allowed by regulations. The case places María José Catalá's government under increasing pressure.
