Negotiations between the Ministry of Education and unions have progressed with the presentation of a new unified document that quantifies the cost of the proposed measures to address teacher demands. The overall proposal amounts to 3.3 billion euros, a figure significantly higher than the initial estimate of 2.4 billion made in May.
The document, which reverts to the global format requested by union organizations, leaves some key points unchanged, such as salary increases and the issue of the Valencian language. However, the detailed investment includes significant allocations for various plans and improvements.
Among the most notable investments are the Plan Edu Clima (140 million euros), the boost to the Plan Edificant (829.7 million euros), a Direct Educational Investment Plan (400 million euros), and the Plan Recole Ayuntamientos (40 million euros). It also includes 5,000 new teacher hires (325 million euros) and the opening of UECO classrooms (32.72 million euros).
The proposal also addresses the reduction of student-teacher ratios, with an increase in teachers for this purpose (111.4 million euros) and the provision of free education for the 0-3 age group (658 million euros). Salary increases linked to inflation would cost 802.3 million euros.
Regarding student-teacher ratios, the new agreement sets progressive reductions for the 2029/2030 academic year in Primary (22 students per level) and for the 2030/2031 academic year in Secondary and Baccalaureate (25 and 28 students respectively). For the first time, ratios for Vocational Training are included, with staggered reductions down to 15 students in Basic Vocational Training Cycles and 25 in Intermediate and Higher Cycles by the 2028-2029 academic year. Official Language Schools (EOI) will also see a general 10% reduction in their ratios.
In terms of staffing, a total increase of 7,742 teachers is proposed, including 5,000 new hires and 2,742 for ratio reductions. Furthermore, the stabilization of 10,000 structural positions is planned, with at least 50% allocated to inclusion.
In infrastructure, investments are being expanded with a four-year plan, including the aforementioned Plan EduClima and a reinforcement of the Plan Edificant reaching 829.7 million euros. The Plan Recole for municipalities will have 40 million euros.
Regarding educational inclusion, the creation of new UECO classrooms and an increase in Social Education professionals and Hearing and Language teachers are maintained. In Vocational Training, there are no content updates, but there are changes in ratios.
The points concerning the Valencian language and salaries remain blocked. The proposal on the Valencian language includes a teacher training plan but rules out the repeal of the "educational freedom" Law requested by the unions.
