The session, promoted by Mayor César Palmer, was rejected by the three socialist councillors and the unattached councillor, who voted against its urgency. The mayor and the two councillors from the Partido Popular voted in favor.
The four councillors who prevented the plenary session from taking place —Andreu Ripoll, Sofía Domínguez, and Rubén Colomina from the PSOE, and the unattached councillor Saray González— have publicly denounced a series of irregularities in the summons. These same councillors are the ones who filed a motion of no confidence against the mayor.
This plenary session was convened by mayoral decree to approve several economic points (such as credit modifications) that had been paralyzed for more than six months.
Furthermore, they have expressed doubts about the drafting of the minutes from the previous session, which was included in the agenda, as it was drafted after the dismissal of the previous secretary without him being able to sign it. The councillors have also pointed out possible illegalities in the summons for the extraordinary and urgent plenary session, recalling that current regulations require the ratification of urgency as the first item on the agenda.
The signatories have called on the other members of the corporation not to support actions they consider contrary to legality and democratic principles. They have announced that they will refer the facts to the Prosecutor's Office for investigation and have filed a lawsuit over the mayor's decisions that prevented the processing of the motion of no confidence.
What was urgent was to convene the ordinary plenary session in March and the motion of no confidence, and that is when suppliers would have been able to collect their payments.
The councillors wanted to make it clear that they are not opposed to paying suppliers, some of whom have gone more than six months without payment due to the mayor's management, but rather they advocate for things to be done in compliance with the law and respecting democracy. The mayor has been governing alone since last November, after the PP and another unattached councillor, who had run under Compromís, moved to the opposition. This situation was triggered by a public complaint from the PSOE regarding alleged irregularities in the deposit of 1,625 euros from the municipal swimming pool's collection.
