The Generalitat re-exposes the Novelda photovoltaic plant project to public information

The installation, with an investment of 2.6 million euros, has modified its electrical evacuation infrastructure and restarts the administrative process.

The Generalitat has once again opened the “FV Núñez de Balboa” photovoltaic plant project in Novelda for public information, after introducing substantial modifications to its electrical evacuation infrastructure.

This installation, promoted by the company Planta Solar Núñez de Balboa S.L., foresees a power of 4.9 megawatts and an investment of 2.6 million euros. The project, which was already submitted for public information in July 2023, is now restarting this administrative process due to changes in the evacuation infrastructure, derived from sectoral reports and consultations with affected organizations.
According to the announcement published in the Official Gazette of the Province (BOP), the plant will have a maximum power of 5.89 MWp in photovoltaic modules and a granted access capacity of 4.5 MW. It will be located on plots in polygon 47 of Novelda and will occupy a fenced area of 7.49 hectares.
The action includes the construction of a solar plant with 8,802 photovoltaic modules of 670 watts each, distributed over a fixed metallic structure. In addition, an underground evacuation line at 20 kV, a sectioning center, and an overhead-underground connection with the existing electrical line “L-31 La Mola de la ST Petrel” will be built.
The project also affects several livestock trails in the municipality, including the Cordel de la Perdiguera, the Cañada Real del Camino de las Fuentes de Aspe, and the Vereda de la Mola, for which temporary occupation is requested. The documentation incorporates the environmental impact study, a landscape integration study, the dismantling and land restoration plan, and a forest fire prevention brief.
Since June 2023, the project has had a favorable report on the determination of environmental effects issued by the General Directorate of Quality and Environmental Assessment. This report considers that the plant does not present significant environmental effects that require an ordinary environmental assessment.
As it is a plant of less than 10 MW and has a favorable environmental report, the processing will be prioritized and urgent. This implies a reduction by half of the ordinary administrative deadlines, according to the autonomous regulations approved after the energy crisis derived from the war in Ukraine. Affected individuals or entities may submit allegations within a period of fifteen working days from the publication of the announcement.
