Torrevieja's Transparency Under Scrutiny Due to Dyntra Link

The Torrevieja City Council, deemed the most transparent in the Valencian Community, awarded a 120,000 euro contract to a company co-founded by the creator of the platform that evaluates it.

The Torrevieja City Council has been recognized as the most transparent municipality in the Valencian Community according to the Dyntra index, a collaborative platform that shares a co-founder with the company to which the council awarded a 120,000 euro contract for its Open Government portal.

The Dyntra platform, known for compiling municipal transparency rankings, has placed the Torrevieja City Council at the forefront of the Valencian Community. However, controversy has arisen due to the connection between Dyntra and the company Dynamic Opengov Technologies, to which the council awarded a 120,000 euro contract in early 2023 for the creation and updating of its Open Government portal.
Both entities share a co-founder, a fact that has raised questions about the independence of the evaluation. Neither Dyntra nor Dynamic Opengov Technologies have issued statements regarding this connection, which their own creators have made public on their social media profiles.

The Councillor for Innovation, Ricardo Recuero, highlighted that Torrevieja has consolidated its regional leadership with a transparency index of 85.8%, rising to 22nd place nationally from 167th previously. This improvement is attributed, according to the City Council, to the administrative modernization strategy and the implementation of the Municipal Transparency Portal.
The contract with Dynamic Opengov Technologies S.L., based in Málaga, was awarded through a public tender for 120,000 euros for three years, with possible annual extensions of 24,000 euros. It was the only bid submitted. This company was responsible for creating the platform that now collects and integrates municipal information, improving accessibility and compliance with transparency indicators.
Despite the improved rating, the opposition, particularly the PSOE, has expressed reservations about the sufficiency of this transparency, noting that they have had to resort to the courts to access municipal information that was denied to them. Furthermore, they point out that 15% of indicators are still not met, including important data such as income declarations of the mayor and councillors, daily agendas, or institutional advertising expenses.
