A technical report has revealed serious flaws in the floral decoration, acoustic problems, the inoperability of a screen, and non-compliance with the accessibility protocol. These deficiencies have led to the application of four serious penalties, each equivalent to 10% of the total contract amount.
Among the irregularities detected, it was found that the rose petals to be thrown during the event were made of paper and not natural, as specified in the tender document. The budget allocated for floral decoration amounted to 36,000 euros, requiring a minimum of three boxes with approximately twenty kilograms of red rose petals. Municipal officials had to act urgently to obtain natural petals and salvage the event.
Furthermore, the facade of the City Council only featured green vines, lacking decorative elements alluding to the Moorish and Christian themes, such as crescent moons and crosses. On the stairs and in the lobby of the Palace of the Marquis of Arneva, the installed planters were of domestic size, and the required fabrics and vertical and floral panels were not placed.
The sound system also presented significant problems during the night of July 16, with deficient acoustic quality and a constant echo that made it difficult to understand speeches. One of the additional LED screens, positively valued in the award, did not work at any time. Likewise, the company presented a sensory and cognitive accessibility protocol that it did not execute during the event.
The infractions have been classified as serious by municipal technicians, and each non-compliance entails a penalty of 10% of the invoice. The sum of the four penalties amounts to 10,200 euros, to which 2,142 euros of VAT are added, resulting in a total of 12,342 euros. The report concludes that it is not advisable to extend the contract with this company.
