The contract has a base budget of 63,620.30 euros plus VAT, bringing the total amount to 76,980.57 euros, and will be processed through a simplified open procedure. The file, promoted by the Department of Culture, aims to hire a specialized company to handle the integral organization, technical production, material execution, and dissemination of the event, as the municipal department lacks the necessary technical and personnel resources to undertake all these tasks.
The event, scheduled for May 22, 23, and 24, 2026, involves the creation of artistic murals on the facades of the San Isidro neighborhood, where artists depict images and verses linked to the life and work of Miguel Hernández. This initiative, which has been celebrated for over a decade, has consolidated itself as one of the most representative cultural events in the municipality of Orihuela.
The contract is structured into four differentiated lots, covering both the supply of materials and the organization and promotion of activities. The first lot, intended for the supply of paint and materials for artists, has a budget of 5,210.88 euros including VAT. It includes paints, sprays, rollers, brushes, and other necessary tools for the execution of the murals.
The second lot, focused on event advertising, amounts to 14,561.14 euros including VAT and incorporates promotional actions in digital press and radio, event image design, posters, mupis, and promotional material such as fans, magnets, or bags. The third lot, with a budget of 26,660.32 euros, includes the programming of complementary cultural activities, such as children's workshops, theatrical routes, or musical performances, in addition to the preparation of the technical report and the necessary security measures for the event's development.
Finally, the fourth lot, valued at 30,548.23 euros, corresponds to the technical production of the event, which includes the installation of stage, lighting, and sound for concerts, generators, chemical toilets, security fencing, and other logistical elements. With this tender, the council seeks to guarantee the correct organization of a cultural event that each year transforms the San Isidro neighborhood into a space of urban art and literary memory, consolidating the collective homage to the Orihuela-born poet through mural painting.
