The publication offers practical tools for municipalities and local entities to develop initiatives for open government, accountability, and citizen participation. The document, developed under the umbrella of the Valencian Community Local Governance Network, aims to serve as a support tool to strengthen public management and citizen relations.
The provincial deputy for Transparency and Citizen Participation, María Tormo, presented the guide on Monday, as part of the institution's initiatives to provide technical support to town halls, especially smaller ones.
The guide is eminently practical and includes resources, methodologies, and recommendations. It covers the current regulatory framework, the main challenges faced by local administrations, the opportunities of open government, and various practical municipal experiences. It also provides guidance on creating transparency portals, organizing participatory processes, and institutional communication with clear language.
The publication analyzes the organizational, technical, and resource difficulties that local entities encounter when deploying transparency and participation policies, and emphasizes the need to train technical staff and public officials.
The guide was developed during the annual presidency of the Valencian Community Local Governance Network, currently held by the Castellón Provincial Council. This body brings together local and supramunicipal administrations from the Valencian Community to share experiences and promote good practices.
