Alzira Delists Montagud Mill to Widen Casella Ravine

The Alzira City Council has approved the definitive delisting of the Molí de Montagud, an old rice mill, to facilitate the widening of the Casella ravine and reduce the risk of flooding in the town.

This agreement, published on Tuesday in the Official Gazette of the Province (BOP), allows the plot to be freed up and made available to the Júcar Hydrographic Confederation (CHJ). The main objective is to expand the channel's drainage capacity and, thus, mitigate the danger of floods in the municipality.
The mill's location is key to this decision, as the building is situated at a point where the ravine narrows, creating a "bottleneck" that limits water evacuation. This constriction, near the Pont de Xàtiva, has for years hindered any action in this section due to the property's protection.
To resolve this situation, the municipal government team has modified the General Urban Planning Plan (PGOU), removing the urban protection of the complex, which until now was included in the catalog of protected assets and spaces. The council justifies the delisting due to the deterioration of the property and the loss of its heritage values.
According to technical reports, the complex, consisting of three warehouses and a dwelling, has undergone successive extensions and reforms that have completely blurred the original mill. No identifiable remains of the primitive mill are visible to the naked eye. The building evolved over time, abandoning the hydraulic system due to continuous floods and adopting steam machinery, where the chimney is located.
This process involved the expansion of the warehouses, the elimination of elements such as the pond, and the construction of a dwelling over that space. Furthermore, part of the roofs were rebuilt with fiber cement panels after a fire in 1995, and the structure shows significant deterioration, with modifications far removed from its original configuration.
Despite this, the modification of the PGOU plans to preserve a specific element: the brick chimney, of which only the upper section is visible. The Alzira City Council proposes to study its possible declaration as a Local Relevance Asset (BRL) to guarantee its protection.
The measure is directly linked to the channeling project executed by the CHJ, declared a priority interest by the Ministry for Ecological Transition. The action plans to widen the ravine and lower the bed level to increase its hydraulic capacity and improve water outflow towards the Júcar river.
The modification of the PGOU began in February 2024 and was subjected to public information without objections. During the processing, a discrepancy arose with the Generalitat regarding the competence to approve the delisting. However, the City Council argued, supported by legal and technical reports, that the Molí de Montagud is not registered as a Cultural Interest Asset (BIC) or as a BRL, so the action only affects detailed planning and can be approved by the municipal plenary.
Thus, in the session held in January, the government team ratified this position and definitively approved the modification with 19 votes in favor and one against, clearing the last urban planning obstacle for the CHJ's action in this section of the ravine.
