Moncofa to Urbanize Belcaire Sur PAI with Municipal Funds for 12 Million Euros

Moncofa City Council has initiated the process to urbanize the Belcaire Sur PAI, an action valued at over 12 million euros, to prevent patrimonial claims.

The Moncofa City Council has initiated the contracting process to urbanize the Belcaire Sur PAI, an action valued at over 12 million euros, to be funded by municipal coffers.

This decision is made to avoid potential patrimonial claims from landowners who, at the time, largely paid for works that were judicially halted. The approval in the last plenary session, despite the abstention of the Socialist Party, represents another step towards restarting works that were stopped during the real estate boom.
It should be noted that, in 2008, the courts annulled the reparcelling after a lawsuit filed by several owners. The execution of this sentence was not resolved until almost ten years later.

"When we entered government in 2015, everything remained the same: the PAI was judicially paralyzed, vandalized, and completely destroyed, and the City Council had an enormous debt."

The municipal leadership has indicated that the inherited situation included not only a paralyzed and vandalized PAI, but also a debt of around 8 million euros and works, such as the swimming pool, in addition to other paralyzed PAIs with millionaire costs. In 2021, the City Council awarded the drafting of the reparcelling project for 360,000 euros. The project was initially valued at almost 16 million euros, although, after various negotiations, the cost has been reduced to the current 12,122,229.90 euros.
The urbanization of the 270,000 square meters has been possible thanks to the resolution of the judicial entanglement in which the PAI was found, but also to the sanitation of municipal finances.

The municipal official pointed out that the previous management will have a high cost for residents, as twelve million divided among 9,000 residents amounts to more than 1,300 euros per resident. However, the good economic situation of the City Council will allow access to loans, which will also have to be repaid, mortgaging the municipality's future in the medium term. Despite this situation, he also highlighted the positive side of the action: once completed, Moncofa will have plots on the seafront, becoming a source of wealth and employment for the population.
