After approving the package of works in plenary session on February 26, the Borriol council has published the file with the planned improvements and the fee memory. This document, drafted by municipal technical and legal services, establishes that the cost of the works will be borne by the owners of the affected plots.
The intervention focuses on phases 1A and 1B of La Coma and aims to complete the necessary infrastructure so that the land has basic urban services and can achieve the status of a building plot. In this residential area, essential infrastructures are still pending, including the sanitation network, drinking water connection, adaptation of pedestrian crossings and sidewalks in green areas, and road signage.
The initially approved works package includes a valuation report from April 2022 to execute works in phase 1A, such as cleaning green areas, creating pedestrian crossings, constructing sidewalks where topography allows, and signage, with a budget of 400,131.03 euros. Additionally, there is a project for the treatment and evacuation of wastewater from the current La Coma WWTP to the urban center, costing 385,226.74 euros, and another project to connect the drinking water supply from the urban center to the urbanization's reservoir, budgeted at 302,595.51 euros. An archaeological monitoring valued at 5,929 euros is also planned, as the route affects an archaeological site. In total, the provisional investment amounts to 1,149,542.28 euros.
The fee memory details how this economic burden will be distributed among the owners. The 400,131.03 euros corresponding to the finishes of phase 1A will be passed on only to the owners of that phase, while the 749,411.25 euros allocated to general services such as water and sanitation connections will be distributed among the owners of phases 1A and 1B.

The municipal agreement now submits all documentation for public information for one month. During this period, owners and other interested parties may examine the files and submit allegations. If no allegations are registered, the approval will automatically become definitive.
Affected residents have expressed their discomfort at having to bear the cost of works that, in their opinion, should have been carried out decades ago. From the La Coma 1A Property Owners' Community, they explain that the current situation is not a recent problem, but a consequence of more than 30 years of administrative inaction, during which the City Council did not demand that the developer fulfill its obligations or execute the economic guarantees.
This situation has led to the developer currently being in bankruptcy proceedings, making it impossible to demand compliance with obligations and unfairly shifting the burden to the residents. For this reason, La Coma residents have announced that they will challenge the municipal agreement and go to court, considering that they are being imposed an economic obligation that does not correspond to them and that derives from deficient administrative management maintained for years.
