Benicàssim Awards Multi-functional Building Works for 2.3 Million Euros

The Benicàssim City Council has resolved the tender for the construction of its new multi-functional building, a project spanning over 1,000 m², awarded for 2.3 million euros.

Following a competitive bidding process involving eight construction companies, the Benicàssim City Council has proposed awarding the works for its future multi-functional building to the company Cleop. This proposal was deemed the best after evaluating economic offers and concluding the assessment process.
The award comes after several weeks of processing, marked by intense competition among companies. The submitted bids were very tight, necessitating a detailed review of their viability. In fact, two of the proposals had to be justified due to being abnormally low before the final ranking could be established.
In this scenario, Cleop's offer prevailed due to its balance between price and conditions. The contract had a base budget of over 2.47 million euros and an execution period of 18 months. The company's proposal is to execute the work for approximately 2.3 million euros, representing a reduction of nearly 170,000 euros, or about 6.8%, from the initial price.
This project will transform the old warehouse located at the corner of Bodolz and Ilustración streets into a multi-functional building of over 1,000 m². It is designed as a stable space for the municipality's social and cultural activities. The future facility will be organized into two floors and will feature a large multi-purpose room, classrooms for workshops, offices, and areas for associations. The design also incorporates criteria for accessibility, energy efficiency, and acoustic conditioning, to ensure its intensive use is compatible with the urban environment.
The main objective is to meet a historical demand from groups and residents, avoiding the need to regularly resort to temporary facilities for cultural events, meetings, or training activities.
In parallel with the works' award, the City Council is also managing the facultative direction contract, responsible for supervising the project's execution. This service was tendered for 157,300 euros (VAT included) and is proposed to be awarded to the sole company that submitted a bid for an almost equivalent amount. The lack of competition has simplified the process, which is resolved with the maximum score for the only accepted offer, without the need to apply corrections or analyze potential abnormal reductions. This contract will control the execution of the work, coordinate safety and health, supervise the quality of the work, and ensure that the building can be put into operation according to technical and administrative requirements.
