The Benidorm City Council will bring to an extraordinary plenary session on April 13 the initiation of the tender process for the Benidorm Open Arena project, a 15 million euro initiative to convert the bullring into a cultural, youth, and inclusive space.

This ambitious undertaking foresees a subsidy of 6.4 million euros from FEDER European funds, with the remainder of the investment to be covered by municipal resources. Mayor Toni Pérez has highlighted the project's importance for the city, as it aims to create new spaces for culture, leisure, and coexistence, in addition to improving connectivity between neighborhoods such as Els Tolls and Foietes-Colonia Madrid.

"It is an ambitious project with which the city seeks to generate new spaces for culture, leisure, and coexistence, in addition to improving the connection between neighborhoods."

The plan is structured around three main lines of action. The first, Arena Live, will focus on converting the bullring into a multifunctional venue for cultural, social, and sports activities. This is complemented by Arena Joven, which plans for the creation of an inclusive youth center, and Arena Encuentro, aimed at urban regeneration of the surrounding area.
The Council has decided to jointly tender the project's drafting and the execution of the works, due to the technical complexity of the intervention and the uncertainty regarding the structural condition of the building. With this methodology, the City Council intends to adapt construction solutions as the work progresses.
In parallel, the City Council has established a fraud risk self-assessment committee to comply with the requirements demanded by the European Union for projects financed with community funds. The extraordinary plenary session will also include the initiation of the contracting procedure for regulated public parking services, covering blue zones, tow truck services, and the implementation of new green and orange zones.
