Benidorm Activates Open Arena Project and Redefines Regulated Parking

Benidorm City Council has unanimously approved the transformation of the bullring into a multifunctional space and a new public parking model.

The Benidorm City Council has approved in an extraordinary plenary session the transformation of the bullring into the Open Arena Benidorm project and the activation of a new regulated parking service, both points with the unanimous support of the political groups.

The Open Arena Benidorm project, which will involve a total investment of 15 million euros, of which more than 6.4 million come from EDIL European funds, seeks to rehabilitate the bullring, built in 1962 and disused due to deterioration, to convert it into a modern, inclusive, and multifunctional space. The Councilor for Urban Planning, Lourdes Caselles, explained that the initiative is structured around three axes: ‘Arena Live’ for cultural events, ‘Arena Joven’ as a talent and healthy leisure center, and ‘Arena Encuentro’ to improve urban connection.
The joint contracting of the project, which includes both drafting and execution, aims to streamline work and ensure sole responsibility for the final result, avoiding common problems in complex rehabilitations. The rehabilitation seeks to preserve the structure without demolishing the enclosure, which covers an area of approximately 18,000 square meters.

"This model avoids conflicts between design and execution in the face of possible hidden structural problems, something frequent in interventions of this complexity. In addition, it reduces risks of unnecessary delays by eliminating duplications and subsequent project adjustments. With this, the city council seeks not only to make the Open Arena Benidorm a reality, but also to improve the quality of life of the residents."

In parallel, the plenary session has activated the new regulated parking contract, after the judicial obstacles of the previous service were resolved. The delay was due to an agreement to suspend the previous contract in June 2024 due to non-compliance such as overcharging for mobile application use and failure to communicate additional income. The TSJCV dismissed the concessionaire's appeal in February 2026, paving the way for the new model.
The new model introduces green and orange zones with differentiated conditions for residents and visitors, seeking to improve parking space rotation and organize traffic in a city with high tourist pressure. The Councilor for Mobility, Francis Muñoz, reported that the new contract format, with a service provision, will allow greater control by the city council, avoiding past irregularities and ensuring greater oversight. Revenues exceeding 10 million euros are expected in two years, with a positive balance for municipal coffers.
