This dispute, concerning the 2023 settlement, has not yet been addressed by the public company's board and could end up in court. Previously, discrepancies in such settlements were usually minimal and resolved through adjustments, but this difference is substantial and could significantly impact Xàbia's public finances.
In October 2024, Amjasa issued a report on the settlement presented by Acciona, warning that, after comparing what was actually invoiced with what should have been invoiced, the final balance payable to the private company was 2.7 million euros (including VAT). However, Acciona invoiced 3.2 million, creating a discrepancy of 545,000 euros that, according to Amjasa's technical staff, Xàbia should not have to pay.
For its part, Acciona did not accept this ruling and, in March 2026, presented its own report to clarify the discrepancy, stating that its calculations are correct as they are based on the indices of the National Commission for Markets and Competition. This imbalance should have been resolved throughout 2025, but the process has been delayed.
The Xàbia desalination plant has not yet been registered as municipal property, posing a new threat to its reversion. This delay violates a municipal plenary agreement in Xàbia, which in October 2025 voted for the reversion to occur before April 1, 2026.
