Xàtiva terminates contract for Special Education Center Pla de la Mesquita construction

The Xàtiva City Council has announced the termination of the contract with the construction company and the project's drafting team for the Pla de la Mesquita Special Education Center, aiming to resume the project as soon as possible.

Patience has run out in Xàtiva. The council has made the drastic decision to terminate the contract with the construction company, Víctor Tormo, and the drafting team for the new Pla de la Mesquita Special Education Center (CEE), after nearly six months of attempting to find a negotiated solution. This measure marks a turning point in one of the city's most anticipated and controversial projects.
The main conflict lies in the impossibility of reaching an economic agreement on the modified project. Although the Conselleria d’Educació (Education Department) authorized an increase of approximately one million euros in November 2024 to compensate for rising material costs, the construction company's demands went further. Municipal sources have confirmed that during the five months of negotiations, "new elements" were introduced by the construction company that made any legal and technical solution unfeasible within the City Council's budget. Faced with the risk of the project remaining "hostage" to endless negotiations, the local government has opted for termination.
Mayor Roger Cerdà has emphasized the priority of making the school a reality "as soon as possible." To achieve this, the City Council has activated an emergency administrative plan that includes assessing the remaining work by the Technical Office, updating prices to 2026 to draft a new contract with current market rates, seeking a new contractor with the necessary solvency, and formally requesting additional funding from the Generalitat Valenciana (Pla Edificant) if the new cost exceeds the initial six million euros.
The Councilor for Education, Amor Amorós, has expressed understanding for the "frustration of the families" and has pledged "tireless" work to shorten the administrative timelines. The new CEE Pla de la Mesquita, with an investment of six million euros, is designed to provide a modern and accessible space for students with special needs, replacing outdated facilities. With this decision, Xàtiva aims to close a period of uncertainty and move towards the center's inauguration.
