Torrent Establishes Strategy Office to Drive City Transformation
This new body, attached to the Mayor's Office, will coordinate and evaluate key projects, including European funds and post-Dana reconstruction.

The Torrent City Council has approved the creation of the Office of Strategy, Project Monitoring and City Transformation (OEST Torrent), a new body attached to the Mayor's Office to promote and coordinate urban transformation.
The creation of the OEST responds to the need for rationalization, objective-based planning, and improved efficiency in the use of public resources. With this structure, the council provides the municipal organization with a stable strategic governance instrument to ensure that major city initiatives translate into executed projects and measurable results for citizens.
The OEST will have a technical and coordinating role, promoting, monitoring, and evaluating the City Council's strategic actions, without assuming direct management functions. It will depend organically and functionally on the Mayor's Office and will act as a support instrument for political leadership, facilitating interdepartmental coordination and strengthening the institutional capacity.
The presidency of the OEST will fall to the delegated councilor for the Government Area of Administration, Personnel, Heritage, Economic Development, Information and Women, Amparo Chust, by delegation of the Mayor's Office. It will include the participation of the highest municipal legal, economic, and technical officials, as well as the heads of relevant departments. The coordinator of the Office will be Fernando Gallego, head of the City Council's Technological Modernization and IT Service.
Among the general functions of the OEST is the promotion of the strategic direction of municipal transformation, aligning public policies with the vision defined in the Urban Agenda and municipal strategic plans. The Office will coordinate the Torrent Urban Agenda, the Municipal Modernization and Transformation Plan (Torrent Moderniza), projects financed with European funds (EDIL / FEDER), and post-Dana reconstruction and resilience actions.
Another fundamental axis of the OEST will be the implementation of evaluation systems for public policies and strategic projects, with social, territorial, and organizational impact indicators. The Office will promote the use of data and intelligence, including artificial intelligence with ethical criteria, to improve decision-making and the quality of public services.
