The official appeared last Monday before the DANA investigation commission of Les Corts, where he emphasized the complexity and difficulty of the operation, carried out under “extreme circumstances”. However, he highlighted the institutional coordination, technical capacity, and commitment of public service demonstrated.
The appearance was the last of this parliamentary forum, as the PP and Vox have proposed its conclusion. This decision has been criticized by the PSPV and Compromís, who have called the commission a “parliamentary charade” and an “attempt at political shielding” to “protect the true culprits”. For their part, the PP and Vox accused the left-wing parties of treating it as a “joke and a laugh”.
The Director General detailed the Generalitat's actions, starting with “legal coverage”. On October 30, they faced a “critical scenario”: the Hornillos plant in Quart de Poblet was without electricity supply, and the Manises plant was inaccessible by road. These facilities are crucial for waste treatment in the metropolitan area of València.
Given this situation, immediate action was taken with a request to treat 200 tons daily from Vega Baja in Murcia and a resolution for the urgent distribution of municipal waste flows in the Valencian Community. On October 31, “more exceptional measures” were adopted, such as authorizing EMTRE to prepare adjacent plots at Hornillos for temporary waste storage and establishing guidelines for provisional management in eco-parks. These measures were “essential to prevent a health and environmental collapse”.
By November 5, the first shredder was working “non-stop” to reduce waste volume, and on November 6, waste removal from Alfafar to the Pedralba landfill began. Subsequently, transfer points were set up in Catarroja, Picassent, and Quart-Manises. In November and December, local collection points were cleared, an operation that required “enormous logistical coordination”.
The problem of sludge was also addressed, with the construction of impermeable ponds in Quart-Manises and the habilitation of specific spaces in Picassent for safe discharge. The Generalitat was “the only administration that provided safe discharge points”. Regarding hazardous waste, an emergency contract was authorized in the first weeks of November, removing over 54,500 kilograms in coordination with Seprona.
Vehicle removal was coordinated with local councils and managers, demonstrating “progressive effectiveness and order”. From March 1, 2025, entries decreased, and transfer points were cleared “at a good pace”. In total, 921,115.85 tons of waste were managed, five times more than in a typical year, with a 36% recovery rate, mainly soil, metals, and plastics.
