Manises is preparing for a change in its mayoralty. Jesús Borràs (Manises, 1955), leader of APM-Compromís, will take on the responsibility of Mayor next June, according to the governing agreement reached between PSPV, APM-Compromís, and Podemos after the 2023 elections. Borràs, who previously governed the municipality for eight years, thus returns to the institutional forefront to conclude the current term, marked by pending projects and the proximity of the next elections.
In an interview, Borràs reviewed the complex governing pact, the municipality's political future, and key issues such as the N-220 works, the future of the Pepe Sancho Auditorium, and the development of the Edificant Plan. His political vision focuses on solving problems "with realism" and away from unachievable promises.
The negotiation process for the distribution of the Mayoralty was complicated, with differing stances between PSPV and APM-Compromís regarding the term length for each party. Ultimately, an agreement was reached for three years for PSPV and one year for APM-Compromís, accepted out of responsibility to prevent a PP government. Borràs faces his year at the head of the council aware of the time limitations, especially in the final months of the term, but with the intention of driving forward pending projects.
Regarding the fulfillment of the pact's commitments, Borràs indicates that they have been mostly met, although administrative paces and an inherited economic situation have conditioned management. He highlighted the reduction of municipal debt, which has gone from nearly 17 million euros in 2015 to about three million currently, a burden that has limited investments.
Coordination among the three political forces (PSPV, APM-Compromís, and Podemos) is described as positive, with internal debates that generally conclude in consensual decisions. Borràs calls the pact "solid," emphasizing its stability since 2015 and the goal of re-establishing it in 2027.
On his potential candidacy for 2027, Borràs states that his priority is to finish the current term, leaving the decision to the party. While acknowledging his desire to continue, he also considers the possibility of stepping aside to make way for other prepared individuals within the party.
The accidental assumption of the Mayoralty following the medical leave of the previous mayor, Javier Mansilla, was a difficult moment for Borràs, who was concerned about his colleague's health. He emphasized that his main concern is Mansilla's recovery, and that his presence at official events is out of responsibility, not personal enthusiasm.
The official handover planned for June is being organized, taking into account Mansilla's situation and a councilwoman's maternity leave. Necessary organizational adjustments are being evaluated to formalize the change correctly.
Regarding the N-220 works, managed by the Ministry, Borràs indicates that, despite usual delays, the project contributes to "stitching" the municipality together, improving communication between neighborhoods. Completion is expected between September and October.
The Pepe Sancho Auditorium remains in a state of deadlock, with the Generalitat having ruled out its use as a dance school. Its completion would require a profound transformation and significant investment, which the Manises City Council cannot currently afford. The possibility of finding funding through European funds or a future regional government is being considered.
Concerning the Edificant Plan, key projects such as the new Vicente Nicolau CEIP and improvements to CEIP José García Planells and Enric Valor i Vives have been unblocked. Work remains pending at other educational centers, such as CEIP Joan Fuster and various institutes, depending on the Ministry of Education.
Borràs' priorities upon assuming the Mayoralty include the completion of the indoor swimming pool, Plaza Corazón de Jesús, Plaza Vicente Barberá, and the conversion of the Sensey into a youth center. A participatory process is also planned to remodel Constitución street.
Borràs advocates for "approachable," "realistic," and "clear" politics, avoiding populist promises. His wish for 2027 is for Manises to maintain a progressive government, expressing concern about the possibility of a right-wing government supported by the far-right.
