Alfafar: European Example of Local Management and Rapid Disaster Response

The City Council of Alfafar has been presented as a European example of local management and rapid response to emergency situations at the European Forum for Territorial Restructuring of Moldova, held in Chisinau.

The meeting, organized by the Government of Moldova, brought together institutional representatives from various European countries to analyze territorial governance models, public financing, and administrative modernization, with special attention to the role of intermediate structures in providing proximity public services.
In this context, the Provincial Council of Valencia was presented as a European benchmark in supporting small municipalities and in supramunicipal coordination, highlighting its capacity to channel investments and services that reinforce equal opportunities among municipalities. Moldovan authorities showed interest in the functioning of the Valencian provincial institution and its collaboration model with city councils, particularly in managing European funds, territorial resilience, and post-emergency reconstruction.
The mayor of Alfafar and Deputy for European Funds, Juan Ramón Adsuara, representing the Provincial Council of Valencia and as president of the Partenalia Network, presented the Valencian model of cooperation between city councils, provincial councils, and European funds as an example of efficiency and proximity.
Adsuara emphasized the crucial role of city councils in immediate reaction, reconstruction, and improving municipal resilience in the face of disaster. “It is important to have an agile institutional coordination structure to accelerate responses and ensure efficient public services,” he stated. He highlighted the function of provincial councils and European funds in “preventing, reacting, and rebuilding,” mentioning areas such as firefighters, fire prevention, infrastructure, social services, and municipal modernization. Adsuara advocated for reinforcing the principle of subsidiarity and European social justice through administrations close to the territory, concluding that “City councils, European funds, and provincial councils are essential for everything to move much faster and to offer a better response to citizens.”
