Rocafort Unblocks El Bovalar PAI Works After Two Decades

The municipal council unanimously approves the plan to finalize the residential sector's urbanization, stalled since 2006.

The Rocafort City Council Plenary has definitively approved the plan to finalize the urbanization works of the "El Bovalar" Residential Sector, unblocking a project that has been stalled since 2006.

The Plenary of the Rocafort City Council has given final approval to the technical and legal plan to complete, subsidiarily and through direct management, the urbanization works of the "El Bovalar" Residential Sector. With this agreement, unanimously supported by all political forces of the municipal corporation (PP, Vox, PSOE, Guanyem Rocafort, and Ciudadanos), a planning sector originally approved in April 2006, which had been paralyzed for years due to the non-compliance of the former urban developer, is now unblocked.
The mayor of Rocafort, Gorka Gómez, highlighted the significance of this agreement for the municipality: “We are providing a definitive solution to a situation that has been dragging on for twenty years, offering complete legal certainty to the residents and taking responsibility for completing work that is rightfully due to the municipality”.
The "El Bovalar" PAI was approved in 2006, and although by 2010, 89.45% of the civil works had been certified, the management company's abandonment of its obligations forced the City Council to take action. In November 2020, the Plenary formally declared the program's expiration and the rescission of management.
After obtaining rigorous legal reports from external experts and the municipal services themselves, the City Council is now formalizing the credit and expenditure authorization necessary to initiate the bidding processes. With this roadmap, Rocafort closes one of its most complex urban planning chapters, ensuring that the El Bovalar Sector will finally be a fully integrated, safe, and functional environment for all its residents.
The approved technical plan divides the completion works into three essential blocks to ensure the sector's proper functioning. This includes payment for the infrastructure supplement to the Public Entity for Wastewater Treatment (EPSAR), a mandatory payment to legally connect the PAI's discharge to the Carraixet WWTP public system. Additionally, the Bovalar Ravine will be channeled, a key hydraulic work pending execution by the regional government. Finally, a road redevelopment project will be carried out to allow adequate connection of the sector to its surrounding area, for which the City Council will acquire two plots totaling over 1,400 square meters.
