The Foios City Council has received a warning about neighborhood concern regarding the improper use of farm buildings as habitual residences on undeveloped land, calling for preventive measures.

A representative of Ciudadanos in Foios has conveyed the concern of several residents in the municipality regarding the possible improper use of farm buildings and other constructions on undeveloped land as habitual residences. The need for the City Council to act preventively to avoid the consolidation of irregular situations that could affect the legal security of property owners has been emphasized.

"It is essential that owners are not surprised by accomplished facts in their constructions, especially when it comes to uses that contravene current urban planning regulations."

The focus has been placed on the vulnerability of rural property owners, who could find unauthorized uses on their properties without their prior knowledge. In this regard, the Consistory is urged to explore legal mechanisms that allow notifying owners of any indication of unauthorized use in their agricultural buildings, thus guaranteeing the protection of their rights and the integrity of their properties.
One of the key points of the warning lies in the pressure exerted by neighboring municipalities. Control and reinforcement measures against irregular occupation adopted in nearby towns can cause the problem to shift to Foios if clear preventive barriers are not established. It has been stressed that the residential use of these agricultural buildings is strictly prohibited by law.
From Ciudadanos Foios, a comprehensive action plan is proposed, including strengthening inspection to increase surveillance on undeveloped land within the municipal area, municipal coordination to improve communication between urban planning, police, and administrative services, regulatory clarity to establish public and clear criteria on permitted uses in rural constructions, and census control to verify effective residency in any administrative procedure linked to locations on rural land.
Finally, it has been insisted that the occupation or use of land and constructions without the owners' permission can lead to serious legal responsibilities. Therefore, a "
zero tolerance" policy towards irregularity is advocated to preserve neighborhood coexistence and strengthen security in the rural area of Foios.
