Valencia and Microsoft Offer Free AI Training for Citizens and Public Employees

The Valencia City Council, through València Innovation Capital, signs an agreement with Microsoft and Founderz to provide universal access to artificial intelligence training.

The Valencia City Council, through València Innovation Capital, has signed a protocol with Microsoft and Founderz to offer free artificial intelligence training and certification to all citizens and over 5,500 municipal public employees.

This agreement makes Valencia the first Spanish capital of its size to provide universal and simultaneous access to AI training for its two priority audiences: professionals delivering public services and the citizens they serve.
The initiative is part of the global Microsoft Elevate Skilling program, through which the company is committed to training over twenty million people in artificial intelligence skills. Spain is one of the 21 countries selected for its development, and Valencia now joins a national map that already includes autonomous communities such as Madrid, Galicia, Andalusia, and Aragon, as well as the Zaragoza City Council.
The agreement establishes two complementary training pathways. The first, AI for Social Entities, is aimed at public employees of the Valencia City Council and combines fundamental artificial intelligence concepts with their practical application to public service. It includes an institutional monitoring panel, a conversational support assistant, and official accreditation from Microsoft and Founderz upon completion of the training.
The second pathway, AI Skills for Employability, managed through Microsoft partner PUE Academy, is open to all Valencian citizens via iavalencia4all.es. It allows participants to obtain official Microsoft certification, with free access to the exam; an internationally recognized credential that enhances employability in an increasingly demanding labor market for digital competencies.

The signing of this protocol is channeled through the València Innovation Capital foundation, a municipal body that articulates the city's innovation strategy. The Innovation Councilor will be responsible for coordinating the execution of the training program in collaboration with the municipal services of the City Council.
With this agreement, València Innovation Capital incorporates artificial intelligence training into the core of its institutional agenda, strengthening the foundation's role as the operational arm of the City Council in the institutional adoption of strategic technologies. The foundation will have a monitoring panel that will allow real-time measurement of the participation and progress of public employees in the training, as well as public accountability for the initiative's deployment.
