Valencia Officials to Learn Mobile Video Recording and Editing

The city council will provide an audiovisual training course through the College of Journalists of Catalonia for 2,990 euros.

The València City Council has approved a training plan to provide its officials with skills in recording and editing videos using mobile phones.

Municipal public employees will receive training to become proficient in the latest audiovisual formats. This activity is part of the training plan approved for the current year and will be delivered by the College of Journalists of Catalonia.
The council has commissioned this training from the Catalan journalists' association through a minor contract valued at 2,990 euros, exempt from VAT as it is a professional training activity conducted by an officially recognized entity. The contract will commence on Monday, July 6, and conclude on July 14.
The professional college itself advertises a similar eight-hour course on its website, divided into four units. The first covers technical specifications, applications based on operating system (iOS or Android), and recommended accessories.
The second unit addresses composition techniques, audiovisual language, and storyboard creation. The third focuses on social media narratives, analyzing successful videos and how to construct effective short-form messages. Finally, the curriculum includes step-by-step smartphone editing, covering the use of text, music, and subtitles.
Although the municipal resolution does not specify the language of instruction, the course advertised by the College of Journalists of Catalonia on its website is offered in Catalan.
