This certificate is required if the criteria of having worked or being actively seeking employment (registered with Labora), or having minors in their care and living with them, or with adults over 18 with disabilities or with parents, are not met.
The process is proceeding normally, despite the opposition from Vox, the local government partner of the PP, to the mass regularization of immigrants. This party presented a motion in the February plenary session, arguing that it is not a humanitarian measure but a political decision that jeopardizes coexistence and resources.

This regularization is primarily aimed at individuals who can prove they have been living in Spain since before December 31, 2025, and have remained in the territory for at least five continuous months. Furthermore, it is essential to have no criminal record.
However, in the Xirivella City Council, also governed by PP and Vox, the mayor has voiced her concern about the process, pointing out that the social services and education departments are "overwhelmed" and that the regularization was carried out without consulting local councils.

The Partido Popular advocates for orderly immigration with planning and resources, and therefore supports the Consell's appeal against this measure, as municipalities cannot assume improvised decisions without the necessary means.
