This agreement's main objective is to determine the participation of the three administrations in the financing and execution of actions in hydraulic facilities. Most interventions will focus on municipalities with up to 10,000 inhabitants, although larger capacity systems may also be addressed if urgent or necessary.
The total planned investment amounts to 51.49 million euros for the period between 2026 and 2029. Of this amount, EPSAR will finance up to 44.97 million euros, while the Diputación will contribute a maximum of 6.52 million. The annual distribution of the investment will be 5.61 million in 2026, 22.25 million in 2027, 16.71 million in 2028, and 6.91 million in 2029.
The initiative is part of a joint planning by public administrations to ensure coordinated and effective action in sanitation and purification. The goal is to improve the management of hydraulic infrastructures and advance the sustainability and efficiency of the integrated water cycle.
The agreement includes both the execution of new infrastructures and the improvement and modernization of existing facilities. Additionally, it covers actions aimed at promoting the reuse of regenerated water, a key step for sustainable water resource management.
Regarding the division of responsibilities, the Diputación will assume 10% of the execution cost for actions in locally owned facilities, in addition to fully financing project drafting and construction management. For its part, EPSAR will assume the remaining 90% of the execution in local facilities and will finance all actions in facilities owned by the Generalitat.
The agreement will have an initial validity of four years and can be extended for annual periods up to a maximum of four additional years. With this authorization, the Consell promotes inter-administrative collaboration to strengthen sanitation infrastructures in the province of València and guarantee an efficient, sustainable, and adapted service to the needs of municipalities.
