Contractual Appeals Tribunal dismisses Modepran's appeal

The judicial decision paves the way for the València City Council to award the management of animal shelters to a new UTE for five million euros.

The Contractual Appeals Tribunal has dismissed the appeal filed by the animal protection association Modepran, allowing the València City Council to award the management of the city's animal shelters to a new temporary business union.

After fifteen years in charge of the Benimàmet shelter, Modepran will cease to provide this service. The judicial decision clears the way for the València City Council to award the management of the two animal reception centers in the city to the UTE Athisa Medioambiente-Adda Ops for five million euros until 2029. The Governing Board will ratify this award this Friday.
The protectora Modepran had submitted an offer to renew its management but was excluded from the bidding process for not reaching the minimum required score. According to the report from the Health and Consumer Service, the association obtained 16.65 points in the criteria subject to value judgment, falling below the 17.50 points needed to continue in the procedure.

"The new contract will allow for the first time a comprehensive, professional, and stable management of municipal centers, strengthening veterinary care, animal welfare, facility maintenance, feline colony control, and the promotion of adoptions, with the aim of guaranteeing a second chance for abandoned animals in the city."

Modepran's exclusion left the other bidder as the sole contender. The UTE was proposed for the award, but Modepran filed an appeal with the TACRC over its exclusion, which provisionally halted the process. Now, this appeal has been dismissed, giving the green light for the definitive award to the new company.
The new management model will advance real animal protection and welfare policies, ensuring more specialized and continuous care for collected animals. The contract includes increasing awareness campaigns and responsible pet ownership, as well as improving coordination in the ethical control of feline colonies in accordance with new legislation. Since 2011, this service had been provided through an agreement and not through an administrative contract, making a tender necessary to regularize and modernize the provision.
