DANA Victims Decline Participation in Recovery Table

Associations argue that the agenda does not address the urgent needs of citizens affected by the October 29, 2024 flood.

Victims' associations of the DANA event on October 29, 2024 have refused to participate in a meeting called by the General Directorate for Victim and Affected Persons Assistance and the Commissioner for Recovery, stating that the agenda does not address the real needs of the affected population.

The Associació de Víctimes de la Dana 29 d'octubre de 2024 and the Asociación de Víctimas Mortales Dana 29-O, with the support of the Local Emergency and Reconstruction Committees (CLER), have decided not to attend the meeting scheduled for Monday, May 4. This decision stems from a collective reflection and concern over an agenda that, in their view, does not respond to the urgent needs of those affected by the flood.

"We consider it particularly serious that, a year and a half after the tragedy, the meeting continues to focus mainly on organizational issues, institutional presentation, and image, without incorporating fundamental matters that directly affect the daily lives of the affected people."

The associations criticize that the proposed agenda does not include priority issues such as the status of DANA rental aid and the uncertainty faced by many families in the coming months; the update on aid for businesses and self-employed individuals; the condition of educational infrastructure and affected centers. Also missing from the agenda are the situation of elevators and parking facilities; real planning for future emergencies; the review of emergency and alert protocols; the status of public services and community mental health; or climate change adaptation policies and population protection.
Conversely, one of the central points of the call is the presentation of the I International Conference on Assistance to Disaster Victims. The associations, without questioning its academic value, consider it "absolutely detached" from the immediate and real needs of the affected population.

Furthermore, they recall that the initial proposal for the Permanent Working Group was to have a strictly technical nature, without direct political participation and with private working meetings. The final format, according to the associations, clearly deviates from this spirit of discreet work focused on the real needs of affected people. They also point out that the regional administration has not yet assumed political responsibilities derived from the management of the DANA event on October 29, 2024.
