Parliamentary sources have reported that this is the agreement reached by the commission's board, chaired by socialist Carmen Martínez, which will resume its work next Monday. On Monday, April 20, the head of Climatology for the State Meteorological Agency (Aemet) in the Valencian Community, José Ángel Núñez, and the resigned Director of Emergency Innovation for the Generalitat, Raúl Quílez, are scheduled to appear.
On April 27, it will be the turn of the former head of firefighters for the province of Valencia and operational chief of the emergency, who, in his testimony as a witness before the Catarroja judge investigating the criminal case of the flood, confessed that on that day he was unaware of the withdrawal of his personnel from the Barranco del Poyo, whose overflow caused the tragedy, and only learned of this movement "days later".
Furthermore, he explained that at 6:13 PM, after the Cecopi was alerted to the danger of the Forata dam breaking, he proposed a text for the alert message to be sent to citizens, asking the population to remain in their homes. According to his court statement, "nobody" equated this with a lockdown or suggested that such a recommendation could not be made. The text was finally sent at 8:11 PM without an explicit order for people not to leave home, only recommending avoiding travel.
Mazón's driver also testified in court, explaining to the judge that the Es-Alert sounded in the car when they were still in Valencia on their way to L'Eliana, where the Integrated Operational Coordination Center (Cecopi) was being held. The driver detailed that, at lunchtime, Mazón, accompanied by two bodyguards, left the Palau de la Generalitat on foot (around 2:00 PM "past") without giving any indication whether he would need him that afternoon.
He added that, five hours later, he intended to refuel the car along with the bodyguards' vehicle, but they did not manage to do so and returned to the Palau after Mazón's secretary called, asking them to take the former president to L'Eliana, where they arrived at 8:28 PM, according to security cameras.
